I have given careful consideration

to Year Excellency's deepatah No.17 of the 27th

Pebruary, K:BB, regarding the stopping of the

British s. 8. "Ewangtung" off loihow in the light

of Santon telegram No. 89 to you of the 30th March

and of previous correspondence regarding the

position at that port. I note in particular from

Canton telegram to the Cormander-in-hist No. 22

of the 28th February, 46 to Hongkong, that the

Japanese Consul-General at Canton formally announced

the closing of Holhow "for some time" to the

consular body at Canton, and from Canton telegram

No. 87 of 27th February to the Gomander-in-chief,

51 to Hongkong, that His Majesty's Consul-General

entered a formal protest against Extra Treaty

restrictions on mereheat vessels, his representations

being directed particularly against interferonoe

with foreign vessels wishing to proceed to Hoihow.
